National Green Tribunal (NGT): National Green Tribunal has issued an order constituting a tenmember committee for investigation. NGT has also ordered OIL to deposit Rs. 25 Cr. as an interim money with DC, Tinsukia.
Heavy Rainfall and Flood at Baghjan: After heavy rainfall since last few days, the area has been badly hit by flood and the site has been inundated with flood water. It has been raining continuously and heavily at Baghjan at the time of reporting too. All River levels are rising constantly. Flood water has entered the Debris area and has inundated large area. The walkable road from Debris area to Baghjan EPS is flooded with more than knee dip water. The Kill Pump area is completely flooded. OIL CMT Water Pump area is submerged with flood water. Dangori River is overflowing. The road from Tinsukia is inundated at 3 places. All connecting roads to the site have been submerged with flood water. Currently, there is only one connecting road (Plastic Park Road) which is narrow at places resulting in big challenges in movement of men and material.
Helipad: The site of helipad earmarked earlier cannot be used because of flood water on the road. Actions are on to identify a new site for helipad towards Plastic Park.
Damage of Doomdooma-Baghjan Bridge: All movement over the bridge has been cut off. OIL contacted Indian Army and carried out a joint assessment if a Bailey Bridge could be constructed. Construction of a Baiely Bridge can be ascertained once the water level recedes.
Daisajan Bridge: Another Bridge over Daisajan near Daisajan T.E. on Tiphuk Kordaiguri road is fast eteriorating too due to flood.
Environmental Impact Assessment
Environmental Impact Assessment by M/s ERM: M/s ERM is collecting samples (air, water, soil) from different parts of the area since 04.06.2020 as a part of the study. Only noise monitoring could be carried out in Guijan area yesterday as other areas are affected by flood. The study will be continued till one week beyond the date of capping the well successfully.
TERI Study on Air quality & Noise level: Team for data collection of air quality and noise level visiting the site is on, however depending on weather condition, workability of job would be ascertained.
TERI study on Bioremediation of Sludge: Bioremediation job is not feasible and may not be effective as the identified areas are submerged with flood water. Hence the bioremediation job has been put on hold till the water level recedes in the earmarked sites.
CSIR-NEIST/NGRI Seismological study: All areas in the vicinity of the installed seismometers are almost submerged with flood water due to incessant rainfall.Development of debris Laydown Area: Civil work is in progress in spite of inclement weather and soft soil condition. Overall progress: 90%.
1)Development of additional Area for Debris Laydown: Development of additional plot of land in the debris laydown area, identified by M/s Alert, is in progress.
2)ONGC CMT Water Pump#02: Commissioned Pump #02. Connection of delivery line with manifold is in progress.
3)Water Pump Station #01 & #02: Job for placing one more Water Pump was in progress but job could not be completed due to heavy rainfall and rising water level of Dangori River.
4)Testing of Auxiliary Equipment: Servicing and testing of 2 nos. of air compressors is completed and is ready for shifting to site once the road condition improves.
5)Re-design of Heat Shields: Fabrication of Heat Shields for Bulldozer is in advanced stage of completion.
6)Equipment/Material mobilized from outside: Many important equipment/ materials are on transit.Consignments are delayed on transit due to ban on day time movement of heavy vehicles. Relief and Rehabilitation · Heavy rainfall and flood is affecting the relief camps.
7)Surveys for Assessment of damage for compensation have been affected due to Heavy Rainfall. Assessment for 530 families completed in Doomdooma and Tinsukia Circle.
Impact on Oil/Gas Production due to Protests
Due to stoppage/blockades, there was production loss of 88 MT of Crude Oil and 0.14 MMSCM of Natural Gas as reported on 25-06-2020. Operations were disrupted in 13 Oil wells and 1 gas well. Cumulative production loss since 27th May, 2020 due to bandhs and blockades: 8570 MT Crude oil, 10.99 MMSCM of natural gas.
